All You Should Know About the Legislative Process

There are two houses in the legislative branch. The House of Representative and the Senate are the two houses. Such split was brought about by the Great Compromise of 1787 that attempted to resolve issues of representation for states with large population vs. those states having smaller ones. After every two years the member of the lower chamber are elected. In this case the number of representatives in each state is however determined by the population level but each state is guaranteed to have at least one representative regardless of its population size. On the other hand the Senate which is the upper chamber, its members are elected every six years here! There being two senators in each state means that such will never change based on state population.

Next is lawmaking process. There tend to be a legal process of drafting new laws and begins when a member of Congress introduces a bill. A bill is defined as a law that is proposed either by someone in the House of Representatives or by the Senate. Its after the bill is introduced that it goes to the committees for consideration. Approving or rejecting the bill are the options here. Being rejected in this stage means that it will not go further but if approved the law will go on the next process click for more. Approved bills go to the full chamber now where members of the congress debate and vote on it. The bill goes to the President. The president either signs or veto the bill.

Another one is Filibuster. This tends to be a legislative tactic used by lawmakers to delay or prevent drafting new laws. It’s an unofficial tradition in which the senators delay the voting of a bill by speaking about the subject for an extended length of time. Senate rules says that any Senators can talk about a bill for as long as they want thereby making it more functional. Although there are considerable debates about reforming or removing filibuster it’s unlikely that it will change in the future.

There is also conference committees. The committee plays a crucial role by resolving differences between the Senate and the House. Having a different version of a bill being passed by the two houses causes differences which this company comes to solve. The committee therefore makes significant changes to the bill or negotiates new provisions. Upon completion of this product new version, its then voted for which later goes to the president.

The last one is the Presidential veto. Although presidents are very powerful they however do not have the ability to make new laws without working with the Congress. This bill is signed, ignored or vetoed by the President within ten days.
